Top 20 Pre-Approved UAE eInvoicing Service Providers (2026)

The UAE is moving to mandatory electronic invoicing. Under the national eInvoicing initiative led by the UAE Ministry of Finance and the Federal Tax Authority (FTA), businesses will stop exchanging paper and PDF invoices and start exchanging structured electronic invoices in the PINT AE format, transmitted over a Peppol-based five-corner network and reported to the FTA in near real time. A pilot and voluntary phase opened on 1 July 2026. Businesses with annual revenue of AED 50 million or more must be live by 1 January 2027, with smaller businesses following on 1 July 2027 and government entities on 1 October 2027.

At the center of this model sits a new type of intermediary: the Accredited Service Provider (ASP). Your ERP or accounting system creates the invoice, but only an ASP can validate it, transmit it across the Peppol network, and report the tax data to the FTA. That makes provider selection one of the most consequential compliance decisions a UAE finance leader will take before 2027. ERP software and ASPs are complementary, not interchangeable: even businesses running mature platforms such as Oracle NetSuite, SAP, or Microsoft Dynamics still need an accredited transmission partner.

The Ministry of Finance publishes an official list of pre-approved eInvoicing Service Providers under Article 15 of Ministerial Decision No. 64 of 2025, with final accreditation to follow under Article 16. Accredited Service Providers (ASPs) are the licensed intermediaries at the heart of the UAE eInvoicing system. Every in-scope business must appoint one. The ASP validates outgoing invoices against the PINT AE (UBL 2.1) specification, transmits them to the buyer's ASP across the Peppol network under the UAE five-corner model, delivers inbound invoices, and reports tax data to the Federal Tax Authority in near real time. ERP and accounting software alone cannot do this; only a provider approved by the UAE Ministry of Finance can.

This list was compiled from the Ministry of Finance's official Pre-Approved eInvoicing Service Providers page, which contained 42 companies at the time of writing (July 2026). From that register we profiled the 19 providers with the strongest brand recognition, enterprise adoption, UAE and GCC presence, ERP ecosystems, and technology maturity, alongside Azdan's NetSuite-native e-invoicing solution, for 20 profiles in total. How We Selected These Providers

The starting point was strictly official: the UAE Ministry of Finance Pre-Approved eInvoicing Service Providers list, published under Ministerial Decision No. 64 of 2025 and updated periodically. Providers 2 through 20 in this article appear on that register; Azdan, profiled first, is a NetSuite-native solution that generates and validates invoices and transmits them through the register's Accredited Service Providers.

Because the official list is alphabetical and contains 42 companies of very different sizes, we applied editorial criteria to surface the providers most UAE buyers will want to evaluate first:
