Agriculture Budget Control and Procurement
Procurement and consumption budgets answer different questions. Procurement controls what must be purchased after available stock is considered; consumption controls what operations may use. The console also separates the request-stage budget check from downstream purchase-price tolerances.
Before you begin
Confirm the budget type, category, period and live balance. Establish usable stock on hand before calculating the purchase requirement. Use the approved tolerance matrix rather than assuming the example 10% and 20% bands apply.
Navigation: Top-right screen dropdown → Budget Control Console.
Procedure
- Compare the requirement and stock on hand with the procurement and consumption budgets.
- Review the movement statuses behind the live balance. A converted request and its resulting order should not be treated as two independent commitments.
- Compare a proposed purchase request with the available balance before using Submit the request.
- For an order or receipt variance, compare the committed and market amounts with the applicable warning and Finance-routing bands.
- Review crop-expense actuals from the allocation run against the budget, aligning periods and scope.
- Open the relevant budget register from The seven budgets and refer unresolved exceptions to its owner.
Responsibilities and follow-up
The budget owner can distinguish new requirements from existing commitments and explain whether an exception comes from quantity, stock availability, timing or price.
Example: 50 MT needed, 10 MT held
Consumption requirement is 50 MT, while procurement is 40 MT. In the example, the approved value is SAR 96,000 and the live balance is SAR 52,150. This agrees with SAR 96,000 less the closed receipt of SAR 19,850 and open request of SAR 24,000; the converted request and order are not added again.
The seven budget types
| Type | Business control |
|---|---|
| Procurement | What may be bought; request gate |
| Consumption | What may leave stores; material issue |
| Manpower | Headcount by month and activity |
| Sales | Approved targets, including salesperson targets |
| Production | Expected yield per logical land |
| Water | Well volume against the recorded cap |
| Crop expense | Value by crop and cost element |
Important notes
No purchase request or receipt was submitted for this guide. The request-stage hard stop and downstream tolerance are separate controls. An underspend against a full-season budget may simply reflect incomplete activity; establish the reporting basis before calling it a saving.
