8. Contractor payments
Reviewing construction contracts and approved changes
A construction contract records the authorized scope, commercial value, progress, retention, advance balance, and completion terms used in contractor administration.

Before you begin
Confirm the supplier, project, measurement basis, original scope, approved award, payment terms, and supporting contract documents.

Procedure
- Open the contract and review its status, project, supplier, and measurement basis.
- Compare original value, approved variation orders, and revised total. Review pending changes separately from approved changes.
- Review the bill of quantities, packages, and relevant supporting documents to understand the scope covered by the contract.
- Open variation order and extension-of-time information to check approved cost and time changes. Review guarantees and penalties or deductions where relevant.
- Compare certified-to-date, retention held, advance balance, and net paid figures with the related certificates and financial transactions.
- Use the contract as the source when preparing the next authorized claim or change request.
Result
The project and Finance teams share the same approved contract baseline for certification and payment.
Important
Original value plus approved variations should explain the revised contract total. A pending variation or time extension should not be treated as approved merely because it appears on the contract. Retention and advance balances are not additional contract value.
